Bidding on Neighborhood Lawns

Looking to bid on neighborhoods in the area that include fully maintained lawn care. How should I go about contacting the neighborhood and placing a bid on doing the lawn care? Are you following me?
Should I do a monthly rate and have them sign a contract? Does anyone have experience when it comes to dealing with neighborhood lawn care?
