I have a new old stock 21" Toro with the Suzuki 5.5HP 2 stroke engine. It's never cut a blade of grass. Has bagger and manuals. It did not come with a mulch plate but, I have a used one that I'll throw in. PM me your email address for pictures. $1300 firm
