What is the best method of getting your name on a company's list for bid proposals. Any suggestions on letters to use or recommendations would be greatly appreciated.

you either need to approach them or make such an impact in your area that your company's name is on their mind and they'll approach you.

I think if you search GM's list of forms you'll find some kind of proposal letter for whatever situation you need.
