I'll answer that with an example concerning Oregon and Washington.
Oregonians don't pay sales tax and when they come up to Washington, they have this special "tax card" so they don't have to pay Washington sales tax.
Washington has no income tax, but when a Washingtonian works in Oregon, we don't get the same perferencial treatment! The friggin State of Oregon requires Washingtonians to pay income tax!
Just goes to show that all things are not equal and Washinton is getting the shaft from Oregon and our own stupidity for "being nice"!!!

Not sure about your local laws, or the laws of the bordering state, but here is what I had to do. I am Incorporated in Pennsylvania, and knew that I would have clients in Maryland, so I had to register my business as a Foreign Entity with the State of Maryland Dept. of Assesment and Taxation, in order to "legally" conduct business in MD. I found the info that I needed on the WEB, of course. If you search a State site for the bordering State, you may be able to do the same. Oh yeah, of course there was a fee, of $150.00 per year.
Good luck,
Bob
