Can someone please teach me how to adjust the engine RPMs on a Kohler CV15 engine? Not the low idle, but rather the max RPMs.

i`m pretty sure on that engine anyway, but i don't have it in front of me to check.....
The governor spring is what opposes the weight of the centrifugal force created by the flyweights within the engine.... You should see a spring hooked somewhere from where the throttle cable is attached to the engine next to the carburetor with the air filter housing removed...
If you had posted the question in the mechanical repair section i could have provided a little picture showing some of the ways to make the spring exert more pull, thus increasing the max governed speed, but pictures can not be posted here.....
If it has become slower over time then the throttle speed cable itself may have loosened up , stretched , or,and just need to be pulled back a little and the hold down screw retightened....
Tighter spring = higher max engine speed...
Weaker or stretched spring = slower max governed engine speed...
Never remove the governor arm from its shaft, and try adjusting the speed that way, because you will put it beyond its limits of travel and the governor will not work!!!! That is complicated to recalibrate for a novice, and the internal governor gear could possibly hit / interfere with the cam or something else ,and self destruct....
