Initially my scag wouldn't start, I pulled the plugs and found a lot of fuel in the cylinders. I assumed a float was stuck and since the entire carb is relatively cheap I replaced the entire carb with an OEM new one but I still have the same issue. Is there a fuel pump cut off or something else that can be causing the fuel to pump into the cylinders uncontrolled or did I get another bad carb?

Did you replace the fuel filter. You could just have dirty gas in the tank and thats what caused both to go bad. The pump on that is a simple vacuum operated pump and theres no regulator on it. I guess theres the possibility that the pump is bad and it's sucking gas through the vacuum line. I've never had one of these pumps apart. But that's something you may want to check. Just pull of the vacuum line to the fuel pump and see if it's wet in there. The chances of a bad carb giving you an identical problem is very unlikely, although possible. But theres alot of other things I'd look into first. If your air filter is real dirty it'll choke the motor out which will feed it excess fuel. Let me know what you find out, just out of curiosity.
