here's da deal..i bush hogged a area that was overgrown with briar like vines and a few 2" trees maybe......now the guys wants to sow grass there.....i have a 19hp hydo garden tractor with a 3pt hitch.....would a landscape rake rake through those vines? would larger eq be needed? thx in advance

Unless you have down pressure on your rake it's just going to ride over the top. To be able to seed it, you'll need to plow the whole area and start from scratch.

Try a box rake...

Box rake on small tractor worked for me when converting a field to lawn few years ago. Buddy had an old box rake and old International. We weighted the box w/cinder blocks stacked/strapped. Took 2 passes but after seeding the lawn took over! Box rake is not nearly as good as plowing though! (I didn't have access to a plow then.) Good Luck!
