aeration and overseeding procedures?

part 1-When is it best aerate if not going to overseed warm season grasses? Is it beneficial to in fact aerate a lawn this time of year if I am not going to overseed it?

part 2-what is the best way to overseed a lawn? is scalping the lawn, aerating, and seeding the correct procedure?
