No... I try not to. LOL I do my best to blow it back into the yard it came from. This is along the same lines as the lady who's trying to appeal her fine for littering because she got caught tossing lettuce from her sandwich out the window. It doesn't matter what the "refuse" is... You know, I wasn't even finished working, yet, when this lady cop gave me a ticket for blowing debris in the street. I never leave clippings behind, that's probably why I'm so mad about this.
I talked to some LCO's in my area, and no one ever got a ticket for this. I took pictures at the site, because there are cigarette butts all over the curb area. I didn't put those there, if anything I help to clean up the area.

Ticket for lettuce and grass clippings? That is hard core, especially on a working man. I can see giving a warning for blowing them down a storm drain, it will clog it in a hurry. Chances are someone called and complained and started the ball rolling and put her in a bad mood. You were just the poor soul that caught the ticket. They probably have a city ordinance against it. Look on the citation and see if she put a city ordinance number or a state statute number on it. If not call the court and find out. I find it hard to believe that grass clippings being blown around is considered littering. Maybe if you left a big pile, but a few clippings? Also if that is the case couldn't we all be ticketed for grass clippings blowing off of our equipment while going down the road?

Some hacks blow thier clippings across the street instead of back into the turf where it came from.
It's inconsiderate to the neighbor across the street or down the street who ends up with insightly clumps of dead grass against thier curb.
Someone complaining about that is probably where the hunt started.
Local polititian needed to show some issued tickets for littering on the books to show that he/she cares.
If LadyCop was really itching to issue a legitamate citation, she should've steaked-out to see if you left the debris in the street when you left the jobsite.
Assuming you're not one of those hacks, I'd make the court appearance and plead the case that you weren't at the final stage of clean-up.
But first, allow LadyCop to establish, in her own words, the timeline: where you were issued a citation before equipment and trailer were secured for 'take-off'.

Grass clipping ticket
I just run so the clippings blow back to the yard if I can. However I was mowing a yard and the owner had a nice auto all clean and shiny sitting where the clipping would have gotten on it so I blew the clippings toward the street. When I got done I loaded the rider on the trailer and was putting the gate up and ran right into the street department supervisor who informed me that it was illegal to blow clippings into the street and it is a $100.00 fine automatic.
I told him I was not done and that I still had to blow. He told me it made no difference he could still write the ticket. I talked to him a bit and he let me blow the street but sat in the truck and watched until done. Close as I need to giving the city $100.00 plus court cost. WATCH EM.

Neighbor, were you going to clean up the butts and blow the debris back in to the lawn? If so go to court and tell that.I would fight it as tlrms has suggested if it is worth your time. If you had already removed your b/p, forget it.
Personally, I typically clean any debris in the street in front of the house being serviced as part of the job. A squashed cup or can gets picked up, the curb gets swept out if needed, and the area blown off (into the lawn). When there is tree litter from trucks hitting the branches or whatever it gets blown onto the lawn first, to be shredded or removed.

MES, I agree with you. It had to be a complaint. Police are way to busy to go out looking for those types of violations.
Hardboiled, I think one could probably win that one also. It all depends on how the term truck, as in trucking laws, is defined. Also, how do they define secured load. Is my load not secure if I have my equipment secured with a tie down strap. Now they probably have a seperate law for debris, but if charged under unsecure load for grass clippings flying off, I think it could be defeated.
Neighborhood Lawn, I bet if you get the ordinance or statute number and read it, somewhere in there it will have willfully, unlawfully and WITH THE INTENT TO COMMIT. Photograph your equipment and take it to court with you. Show the judge the equipment you use. Tell him/her the steps you take everyday on your job from start to finish as long as it involves blowing the debris back into the yard.

You know the clippings most likely came from grass you cut that is on city property. Most property lines are inside the sidewalks. That's real cool, pick up litter, you edge the curb & sidewalk, mow the grass in between the walk & street that the city owns & then they ***** and give out tickets. I know I'd regret it but I would have tossed the ticket on the ground with the rest of it. That way I could could explain my case to the judge.
There is no telling how much litter we pick up in a years time. I know we do more good than harm. I'd go talk to somebody that has a "working man's" head on their shoulders. That has enough authority to take care of this. A city employee or a commissioner or county judge.
