Volusia county has one of the toughest regulations to install an irrigation in the state. Basically, you will have to be certified as a plumber now days to pull permits for irrigation installation. A lot of 'oldtimers" are grandfathered in from this requlation and are certified in just irrigation installation, not plumbing. I do not believe that you would need their license for service and repair though. Flagler County contractors ride on the coat-tails of their Volusia license. I know of a lot of irrigation contractors who get someone else or a plumber to pull the permits for them and pay them a fee. It is not quite legal and if you do it wrong, they would get in trouble. Good luck.
