Welcome to the forum buddhaboat. I'd say to get yourself a book on lawns, by maybe Scotts or Ortho to get you started. It's too vague a question for anyone here to help you directly. You'll need to do some investigating to see why it has become the way it is. Poor soil, improper mowing or watering practices, heavy traffic on the wrong type of grass. How much grass is there? How old is the lawn? Shady...Sunny? Improve the conditions that are favorable to the grass and most weeds will have a harder time. The books will list ideal mowing heights for different grasses. They'll show you what to look for as far as diseases, environmental stress, and pests. Once you find a cause then you can address a cure.
If you're able to be more specific on the conditions involved, then we can try to help.

Your welcome. I hope I didn't sound unwilling to help, it's just there are so many variables. Taking some soil samples and a good fertilizing program would be a good start. If you can't apply herbicides in Texas without a license, you can hire that out till you are able to get licensed. Then too, the issues mentioned previously could be looked at to see where improvements can be made.
