Sounds Like You have Asian Cycad Scale. It came into this country about 12 years ago to the port of Miami and has worked it's way North. I could go on and on about it but if you are really interested just Enter "Asian Cycad Scale" in to a search engine and you can read more than I tell you.
The County Extension Agent will tell you to use Fish oil to spray it and if it doesn't cure it to remove it. Fact is, it will require regular treatments. A real pesticide Operator would use stuff you real don't want to buy at the price and quantity. So your best approach is to soak the plant down with Malathion which can be purchased at any Hardware store. Mix 2 oz per gallon and soak the ground around the base of the plant as well as all Fronds both top and bottom of the frond. Don't over mix your chemicals, this is a case where a little can cure it and a little more can kill it.
In a few day you may check to see if the scale is dead or not. Just run you finger across the frond and collect some of the scale. By mashing it in between back side of your finger nails you can see if there is any Mositure left in the scale. All life must have mositure and if it powders and has no mositure the scale is no longer alive. You may then take a Garden hose and wash off the remaining white scale. A low pressure pressure washer will do the job quicker, but if the pressure is to high it will hurt the plant.
