Fertilizer is diluted with water(usually to about a quarter of the strength as you would apply to the soil)and applied to the foliage to the point of runoff. You will want to do this in the morning hours which are best however early evening is also an option. Do not apply anything to a lawn when the sun is blasting on it. In fact, do not apply liquid fert to a lawn in any warm temps. Some use a surfactant or a wetting agent to keep the product from drying too fast and help absorbtion by the plant.
Just realized that you weren't taling about liquid fert. Here are the requirements for different grasses:
Kentucky blugrass: 1-4 lns of nitrogen per season
Perennial Ryegrass: 2-4 lbs " " "
Tall Fescue: 2-4 lbs " " "
Fine leaf fescues: 1-3 lbs " " "
Bentgrass: 4-6 lbs " " " "
zoysiagrass: 2-4 lbs " " "
Bermudagrass: 3-8 lbs " " "
