I was seeding a bare spot when I noticed grub larvea in the dirt. Should I wait to seed and apply grub killer or seedand apply grub at the same time. Will the grub killer kill seeds as well?

Most likely the grubs you saw are fully matured and will be turning into to beetles in the next few weeks ... so right now they aren't really eating much. I would not bother with treating curatively now, just apply Merit and seed away.
The one thing I would be concerned with at this time is that if you are seeding, what form of pre-emmergent controls are you planning on using for crabgrass and weeds? Can't seed and pre-m at the same time.

I think you misunderstand that if you plant grass seed now, yes it will grow, but so will the crabgrass and weed seeds right along with it, especially seeing as the "Growing Degree Days (GDD)" are just coming into prime crabgrass germination ranges. Unless you already have a well established turfgrass prior to the correct GGD range for weed germination, both the weeds and desireable grass will be competing for the available sunlight and nutrients, and ultimately you will wind up having a very nice stand of grass and weeds.
Unless the area in quation is totally desimated with weeds and from grub damage, apply your pre-emergents and fert now, and renovate in Sept.
